Short Answer:
All three of these individuals were near the area of the bomb just prior to the explosion. Our suspect, 21, displayed particularly suspicious behavior prior to the explosion. He starts by leaving an area, then moves back toward that same area, pauses at x=66; y=32.25 (with enough time to plant the bomb), then quickly backtracks and heads off to the right. 18 and 50 are both extremely nearby; 50 is one of the first to start moving, and may even have started just prior to the explosion. They are, therefore, potential witnesses.
We examined all others who moved prior to the explosion, but none were near the casualty-ridden sector of the floorplan at an appropriate device-setting time. 21 was in such a location, and displayed odd behavior: likely setting up the device, then evacuating the immediate area before the explosion.
